At the invitation of External Affairs Minister, Smt. Sushma Swaraj, Deputy Prime Minister and Minister for Foreign Affairs of Vietnam, H.E. Mr. Pham Binh Minh is visiting India from 3-6 July 2017. During his visit, H.E. Mr. Pham Binh Minh called on the President and Vice President and met Minister of Defence and Finance. External Affairs Minister held bilateral talks and hosted a lunch in honour of the visiting dignitary.

Both sides discussed a wide range of bilateral issues of mutual interest. In particular, they reviewed the upcoming high level exchanges, commemoration of the celebration of the 45th anniversary of India-Vietnam diplomatic relations, cooperation in political, defence and security fields, trade and investment, cooperation in health, energy and agriculture sector, tourism and culture, connectivity, lines of credit and other aspects of development partnership. They also exchanged views on issues of mutual interest at regional and multilateral levels, including cooperation at UN and International organizations.

Both sides reiterated their desire and determination to work together to maintain peace, stability, growth and prosperity in Asia. Noting the Award issued on 12 July 2016 of the Arbitral Tribunal constituted under the Annex VII to the 1982 United Nations Convention on the Law of Sea (UNCLOS), both sides reiterated their support for peace, stability, security, safety and freedom of navigation and over flight, and unimpeded commerce, based on the principles of international law, as reflected notably in the UNCLOS.

Vietnamese side reaffirmed its support for India’s candidature for a Permanent seat in an expanded UNSC.

Following the delegation level talks, a Plan of Action to implement the comprehensive strategic partnership for the period 2017-2020 was signed by both Ministers.
